To achieve three cardinal principles of Education Policy viz., access, equity and quality, Ministry of HRD, has embarked on a major and new initiative, called SWAYAM. SWAYAM is providing best On-line e-learning teaching learning resources to all, including the most disadvantaged. It seeks to bridge, the digital divide, for students, who have hitherto remained untouched by the digital revolution and have not been able to join the mainstream of the knowledge economy. SWAYAM provide one integrated platform and a portal for online courses, using information and communication technology, covering learners from Schooling, class 9 to 12; Under Graduates & Post Graduates, in all subjects. At present more than 2,000 MOOCs are hosted on SWAYAM, prepared by specially chosen faculty and teachers, across the Country. The courses are interactive and are available free of cost, to the learners.
Meanwhile, UGC and AICTE have issued ‘Credit Framework for online learning courses through SWAYAM, Regulation 2016’ (http://www.ugc.ac.in/pdfnews/0272836_moocs.pdf); allowing upto 20% Online courses taken through SWAYAM, to be counted for credit. Grades earned by successful students studying in conventional Institutes shall be transferred to the academic record of such Students.
Further, in order to bring transparency and qualitative difference, Ministry of Human Resource Development (MHRD), Govt., of India, has set up ‘National Testing Agency’ (NTA), (http://www.nta.ac.in) a premier testing organization, for conduct of Competitive entrance examinations, for Admissions and Fellowships in higher educational Institutions. The NTA is committed to conduct SWAYAM-MOOCs, UGC-NET, JEE (Main), NEET, CMAT, GPAT, JNU, NCHM-JEE etc for students numbering more than 50 Lakhs/Annum.
On 1st & 2nd December 2018, the NTA has conducted SWAYAM-MOOCs Test/Examination, at 61 cities and 87 Centers, for 3807 candidates, in four shifts, in 90 Courses, thought the country, using Computer Based Testing (CBT) methodology. The overall student attendance in these examinations was about 92% and candidates were offered certificate on successful completion of the course.
Annual Refresher Programme in Teaching (ARPIT)
The MHRD has launched online ARPIT on 13th November, 2018, a major and unique initiative of online professional development of 15 lakhs higher education faculty using the MOOCs platform SWAYAM. In the first stage, 66 discipline-specific National Resource Centres (NRCs) have been identified by MHRD, wherein Course Coordinators have prepared online training material, with focus on latest developments in the discipline. ARPIT is going to be an ongoing exercise, so that every year NRCs will continuously develop new refresher module in their earmarked discipline each year and the training material will be uploaded and made available through SWAYAM.
UGC has notified equivalence of ARPIT as a refresher course for career advancement of faculty (DO Letter No. F.2-16/2002(PS)Pt.fI.II dated 3rd December 2018). During November 2018 till February 2019, first batch of 51,769 ARPIT Candidates, took Online SWAYAM MOOCs Courses.
The MHRD has asked the NTA to conduct Computer Based Test (CBT) for ARPIT candidates. The first ARPIT Examination by NTA is scheduled to be held on 30th March 2019, in 75 Centres/Cities & 32 States, wherein 5474 candidates shall take test for Course-I and 937 candidates shall take test for Course-II. Total Faculty Learners numbering 4990 and Non-Faculty Learners numbering 488 are registered for 66 Courses in these tests.
